School funding in Indiana isn’t as equal as it seems. Existing property tax laws disproportionately impact Concord Community Schools, where local operations funding is significantly lower than neighboring districts. While per-pupil education funding is equal statewide, the levy per student varies greatly between districts, creating an unequal burden on operations funding.
This inequity forces Concord to transfer 15% of its Education Fund to cover operational costs, taking money away from direct student services like academic programs, instructional support, and classroom resources.
